Kongresu nams atrodas K. Valdemāra ielā 5. Celtniecības darbi tika pabeigti 1982. gadā. Ēkas arhitekti - J. Gertmanis un V. Kadirkovs. Kongresu nams vēsturiski būvēts kā kongresu un konferenču centrs komunistiskās partijas vajadzībām. Sākotnēji tas tika saukts par „Politiskās izglītības namu”.
Ēku veido konferenču zāle, ar 1200 vietām, kā arī neskaitāmas auditorijas un darba kabineti. 14 metrus augstais ēkas vestibils optiski un funkcionāli savieno visu stāvu telpas. Ēkai raksturīgas noapaļotas formas. Nama iekšējā apdarē izmantots grants, marmors, ozolkoks. Ārējā apdarē izmantots sārtais dolomīts un vara skārds.
1988. gadā 8. – 9. oktobrī Rīgas Kongresu namā (toreizējā Politiskās izglītības namā) notika Latvijas Tautas frontes dibināšanas kongress. Šajā kongresā tika pieņemti Statūti un Programma. Rīgas Kongresu nama Lielajā zālē pirmo reizi skaļi tika izteikts viedoklis, ka Padomju Savienība bija okupējusi Latviju.
Gatavojoties 2000. gadā notikušajai Eiropas Rekonstrukcijas un attīstības bankas pilnvarnieku gada sanāksmei, tika veikti remonta un pārbūves darbi, kam Rīgas Dome atvēlēja aptuveni 2,5 miljonus latu. Virs ēkas tehniskā bloka tika uzbūvēti vēl divi stāvi. Kopumā iegūtas trīs tūkstoši kvadrātmetru papildu platības, ko iespējams izmantot kā biroju telpas vai izstāžu zāles. Tāpat, neskatoties uz sabiedrības protestiem, pie Kongresu nama tika izbūvēta vienstāva pazemes autostāvvieta.
