Kinoteātra projektu izstrādāja arhitekts Fr. K. Skujiņš. Dekoratīvos veidojumus Lielajā zālē darinājuši tēlnieki R. Maurs un J. Legzdiņš, gleznojumus - H. Grīnbergs. Tā bija Rīgā pirmā brīvstāvošā celtne, kas paredzēta tikai kino vajadzībām. Gan ieejas portāls, gan vestibili, gan skatītāju zāle ir bagātīgi rotāti ar rokoko ornamentiem.
Kinoteātra atklāšana notika 1923. gada 30. decembrī ar filmu „Zem diviem karogiem”. 20. gs. 30-tajos gados tas kļuva par svarīgāko Latvijas filmu prezentācijas vietu. Kinoteātris „Splendid Palace" ir pirmais kinoteātris Baltijā, kur sāka demonstrēt skaņu filmas.
1952. gada decembrī kinoteātris ieguva jaunu nosaukumu – „Rīga”.

1969. gadā tika uzcelts kinoteātris „Spartaks”. Tagadējā kino “Rīga” Mazā zāle ir 1998. gadā pārbūvētā „Spartaka” kinozāle, kur telpas beigās izvietotas rindas ar divvietīgiem dīvāniem.
2006.-2010. gadā ēkā notika rekonstrukcijas un pārbūves darbi. Šajā laikā tika atjaunotas kinoteātra iekštelpas, Lielajā zālē tika uzstādīts jauns ekrāns, vienlaikus paplašinot skatuvi. Mazajā zālē ir izvietota atjaunoto dekoratīvo kokgriezuma figūru grupa, kas kādreiz rotāja bijušo kinoteātri „Spartaks”.
Kinoteātra ēka ir valsts nozīmes arhitektūras piemineklis. Adrese: Elizabetes ielā 61.
